The Policy Coherence Framework Approach in a Multi-Level Analysis of European, German and Thuringian Climate Policy with a Special Focus on Land Use, Land-Use Change and Forestry (LULUCF)

This work sets out to apply the Policy Coherence Framework (PCF) case of climate policy, taking into account European, German and Thuringian political levels analysis. It combines an analysis vertical coherence between these horizontal within different sectoral policies. The study demonstrates disparities policy itself other sectors as regards forest area development. further reveals some contradictions economic ecological goals in particularly concerns role forests. According authors, this observation can, at least part, be explained by national security obligations Germany a nation state. assumption is supported that regional level Thuringia more consistent with supranational European Union, both which can “afford” favour ecology over economy due not being states.
